Process for Partial Release of Development Freeze Grandview Beach and Paradise Point Area

Council’s intent is to partially release the development freeze on up to 20 vacant lots within the Grandview Beach and Paradise Point area. Using key findings from the 2021 Hydrogeological Study of the area, and with year-round municipal water servicing now in place, development of vacant lots should be able to proceed without an adverse effect on the two area aquifers of Severn Sound. However, due to uncertainty about nitrate attenuating processes of the aquifers a staged approach is recommended and that upon buildout of 20 vacant lots, five (5) lots selected from four (4) quadrants, the area be monitored for 3 years before determining if additional lots should be built out. To facilitate the selection of the first 20 lots to be developed, in a fair process, the Township has conducted a randomized selection process to select 20 lots for development. Release of lots will require the Township to initiate Official Plan and Zoning By-law amendments that can be undertaken concurrently with the randomized selection process to release vacant lots.

Randomized selection process for the partial release of lots from the development freeze held. Selected properties were recorded and contacted by Township staff. There were seventeen (17) properties selected between the four (4) quadrants.

Planning public meeting held for Official Plan and Zoning By-law Amendments, to allow members of the public the opportunity to ask questions and comment on the proposed amendments. The Official Plan and Zoning By-law Amendments to facilitate the release of vacant lots for development.

Official Plan Amendment approved by the County of Simcoe appealed to the Ontario Land Tribunal (OLT).

May 2, 2024

Official Plan and Zoning By-law Amendments appeal settled by the Ontario Land Tribunal (OLT). Official Plan and Zoning By-law Amendments come into effect.

May 2024 to Present

Some property owners have made applications to remove the Holding (H) Symbol and have submitted building permits. To date seven (7) building permits have been issued and construction has begun.

Next Steps

Township Planning Staff will be following up with successful property owners and working towards the development of the vacant lots with the goal of completing a Hydrogeological Study after the build out of the seventeen (17) properties selected. Potentially more opportunities for development in the Grandview Beach and Paradise Point Area will follow pending the results of the required studies.
